Peasemore Parish Council Meeting
Tuesday 14th November 2017 at 8.00pm
in the Peasemore Village Hall
MINUTES
Present: AC, AF, GP, LP, RW + Dave Mullender and Deborah Brady (until Item 4)
1. Apologies for absence – Jenny Maskell
2. Declarations of interest – As and when
3. Open public forum (members of the public may raise any item for discussion)
Items 8 and 9 brought forward
a. Item 8: Play Area development (Deborah Brady)
- Agreed design and supplier
- Final negotiations
- Sarah Bonas and Pete Jonas to make a fencing recommendation
- PC has raised £5300 so far for matching
- June Hately and Neil Sanderson working on funding
- Fund raising plans: Race evening, Curry evening and Festival for 2018
b. Item 9: Festival proposal (Dave Mullender)
- Draft Presentation for village festival reviewed [App.1]
- Probably 9-10 June; aiming for 250 people; Sat pm – Sun am
- Practicalities of financing of festival discussed
4. Approve minutes of last meeting (5.9.17) – Approved
5. Matters arising from minutes of last meeting
- AC to follow up re pond (seek recommendations from Daryl Buck)
- AC to follow up on churchyard mowing
- LP / AC to talk to Ampere re thermostats etc
6. Neighbourhood Watch report – no report
7. Village Hall and Pavilion report (LP) [App.2]
a. Report to include entrance to cricket field and annual inspection of play area

Annual inspection [App.3] reviewed and swings need to come down (AC to see if he can do it)

- Apologies for absence - None
- Declarations of interest - None

- Approve minutes of last meeting (15/3/17) - Approved
- Matters arising from minutes of last meeting –
- Ownership of land outside Church view – land is unregistered – so ownership of land is unknown to the Land Registry. AC to inform Andy Stevens.
- New playground facilities – PC awaits preferred option presentation and a meeting is in the process of being arranged to discuss. PC has some reservations as to value for money of wholly new play area.
- Pond update – AC has liaised with Martin Griffiths and will now make contact with Mike Head, Andrew Smith and George Brown.
- Palmer’s Close path – WBC unable to assist: matter can be taken no further
- Neighbourhood Watch report – Nothing to report

1. Apologies for absence: none

- Andy Stevens: concern re 2 trees on land outside his property: (a) AC to contact WBC re TPO (b) AC to contact Land Registry re who owns land between Meads Close and Church View
- Pete Jonas and Sarah Bean made playgrounds presentation. Will put together a pack for the preferred option and then email it and PC will apply for some grants.

- Pond visit – AC to contact Martin Griffiths and the re-contact Andrew Smith
- Pond Wall – AC has contacted WBC – Ref No.149765
- Gigaclear – RW to make further inquiries
- Footpath – No response so far; GP to pursue

7. Village Hall and Pavilion report
a. Report (Appendix 1)
- Ampere approved to mend emergency light and heater
b. Hiring conditions / responsibility re. fire instructions etc
- GP will continue to show people around
- Hiring conditions to be re-drafted (AF initially) to put onus onto the hirer re fire safety etc
8. Treasurer
- Treasurer’s Report (Appendix 2)
- Approve payments – Rates for Hall £466.00 approved
- Insurance cover eg SIDs training
- In principle approve change of insurers to Community Action Suffolk Insurance (via Zurich)
- AF to clarify the long term undertaking provisions - Rates changes: a. Pavilion has retained zero value; b. hall value stays the same at £466.00
- Annual accounts external audit: from 1/4/17 rules change – no requirement for annual external audit

The Hearn – no comment made by PC – decision awaited
10. Pavilion
- Bookings – Lydia Hiscox is kindly taking bookings
- Grass cutting – Scoffel revised quote accepted
