MINUTES

Present: AC, AF, GP, LP, RW
and members of public including Dave Mullender, Deborah Brady, Peter Jonas, Stuart Kirby, Daniel Alcroft and Sarah Cornish

1. Apologies for absence – None

2. Declarations of interest – As and when (none)

3. Open public forum (members of the public may raise any item for discussion)
- All dealt with below as agenda items

4. Approve minutes of last meeting (4/9/18) – Approved

5. Matters arising from minutes of last meeting
i. GDPR - AC spoke to Susan Ellis and PC is required to register and pay and we have done both (payment via direct debit to obtain discount)
ii. Paramotor donation – AC to confirm position with Deborah Brady
iii. Peasefest invoices – received by AF (see para.12 below)

6. Neighbourhood Watch report – None

7. Village Hall and Pavilion report – see Appendix 1 attached
- PCC suggestion that it pays £60 per game rather than £600 p.a. approved
- AC to ask Adrian Cubitt to ‘winterise’ the pavilion
- Maintenance work identified between AC and Adrian Cubitt to be undertaken in the spring

8. Treasurer
a. Treasurer’s Report at Appendix 2 noted
b. Payments to Scoffel £561.60; Ampere £47.40; WBC (library) £300; Peasemore Committee £619 – approved

9. Planning report
1 Mead Cottages retrospective permission application – remains unresolved at present

10. New playground (App.3)
a. Deborah Brady and Peter Jonas presented the paper at Appendix 3
b. The PPC:
(i) approved the new site (see App.3 at p.3);
(ii) will remove the small tree, bench and play equipment from the new site;
(iii) will seek permission from next-door land owner to replace barbed wire fence and tidy over-hanging branches (AC to write);
(iv) agree to ongoing maintenance responsibilities;
(v) AF will be main PPC point of contact.

11. Palmer Close
- AC reported back progress so far: PPC interest / enquiry concerning the allocation of houses in Palmer Close has been registered with both Sovereign and WBC; correspondence has been exchanged and a meeting is being arranged. AC to chase meeting date.
- Daniel Alcroft reported his family’s interest in this issue and will document history to date for AC meeting.
- AC also noted an email of interest from Connor McSorley

12. Reimbursement re Peasefest
- Treasurer reported, and the PPC agreed, that the HMRC purchase criteria appeared to be satisfied so that PPC could reclaim VAT on Peasefest purchases

13. Signage at Meads Close
- AC to email Denise and Chris Anderson to suggest neighbourly discussion re better signage

14. Additional correspondence
- Library; blue plaques; Viney Grounds Maintenance Services

15. Any other business
- Salt bins: LP will contact WBC Transport with a view to purchasing 1 new salt bin (for ‘Beedon Common Only’ bend) and a salt fill up for the new bin and each of the other two bins in the Parish.
- Footpaths: The map sent by WBC marking footpaths in the Parish appears accurately to reflect the position as the PPC understands it to be (see Appendix 4).

MINUTES

Present: AF, GP, LP, RW (and AC by telephone for items 1 – 8 and 12 only)

1. Apologies for absence - none

2. Declarations of interest – none

3. Open public forum (members of the public may raise any item for discussion) - none.

4. Approve minutes of last meeting (26/6/18) - approved

5. Matters arising from minutes of last meeting:

BALC data protection. AC has amended two docs. Will circulate for comments. AC waiting to hear back from Data Protection Officer (Sue Ellis) on registration and payment. Potential £40 annual sub for Data Controller (Peasemore Parish Council).

AF has sent info sent to auditors requesting exemption. Confirmation received. Last year’s accounts now closed.

LP chased Scofell re shortfall in schedule cuts. Limited response. LP to chase again. If warm & wet autumn will request number of cuts made up to contract level.

6. Neighbourhood Watch report - no report. Travellers reports noted. Ensure gates to cricket pitch locked.

7. Village Hall and Pavilion report from Dave Pinckney- no changes to regular bookings. No new bookings. Enquiries for parties received but parking concern. Dehumidifier on to do list. LP empties weekly.

8. Treasurer
a. Treasurer’s Report
Attached to minutes. No issues to report.
b. Approve payments
3 months’ grass cutting (Scofell). BALC payments x2, Playground inspection and WBC green waste collection. All approved.

9. Planning report
1 Mead Cottages - retrospective application. No comment from PC.
White Lodge – Fence and tree work. Decision: No objection

2 The Pightle – single storey addition. Decision: Refused

Princes Farm – new gates. Decision: Approved

10. Playground Inspection Report
17 August site visit. Swing frames amber but out of use. All other findings green so no issues to report.

11. Donation from paramotor event
£300 donation accepted by PC. GP/AC to confirm payment with Deborah Brady.

12. Reimbursement re Peasefest
PC requested invoices for further consideration.

13. Libraries contribution (unpaid)

14. Additional correspondence – none

15. Any other business

Rosemary Head requested update on pond clearance. Will take place in winter once the newts have hibernated.

Follow up to Annual Meeting discussion about cricket club funding issues. AF to propose £60 per game rather than £600 annual sub and establish number of games played.

Solutions required for the pigeon menace. GP to investigate humane control methods.
Davina Palmer has raised prospect of sponsored walk on Armistice Day. Proceeds to be split between Church, Help for Heroes or British Legion, third to village charity.
Pavilion winterisation required. AF to raise with Adrian Cubitt. GP to discuss replacing rotten gate post at Pavilion with Nicola Walters.

1. Apologies for absence: RW

3. Approve minutes of last meeting (23/5/18) – approved
4. General Data Protection Regulations (“GDPR”)
    Presentation by Susan Ellis (“SE”)
    SE, via the BALC DPO Consultancy Service , is our Data Protection Officer (DPO)
    Data controller is the Parish Council
    SE will email a draft Privacy Notice and draft Document Retention Register
    PC will appropriately amend both and then publish them
    PC needs to check it is registered with ICO – AC to action
5. Approval of Annual Return 2018
    i.  Reviewed Risk Register. Noted records risk section should be checked to ensure compliance with GDPR and whether PPC has an up to date Freedom of Information Act (“FOI”) Publication Schedule.
    AF to review relevant parts of the Risk Register.
    ii.  Having taken advice, the PC declared itself exempt from external audit.
    iii.  Sections 1 & 2 of the Annual Return were completed.
   AF to send Certificate of Exemption to external auditor and arrange for the required information to be published on the PC website.

    (a) concerns were raised about the proliferation of microlites and of pigeons;
    (b) EAP will contact Scoffel with a view to getting them to cut bit of grass by pavilion

      • New fixture organisation process helps
      • Due to reduced fixtures, unlikely to be able to make full contribution of £600 for pavilion hire and mowing, and PC will consider further possible revised arrangements

      1. Tax change – Employment statues of village hall cleaner – AF reported that, subject to the provision of documentary evidence, he had established that total income will fall below the threshold requiring a payroll scheme. This would need to be checked annually.
      2. GDPR – AC: process started. Susan Ellis will be invited to next meeting on 25/6/18
      3. Ask Mike Head to repair Jubilee Oak plaque – AC to do
      4. Wheelie bin material to Road Safety Group – done

      1. Peasefest com. inquired about permission needed to lift tree canopy and PC was not aware of any formal permissions required and had no objections to thins being done.

Apologies for absence: GP and Jenny Maskell

Approve minutes of last meeting (14/11/17): approved

Matters arising from minutes of last meeting

-          AC to follow up re pond (seek assistance from Daryl Buck of the EA)

      • James Gillies – cancelled 15/12/18 on site meeting
      • Attempts to re-schedule meeting are under way

-          AC to follow up on churchyard mowing

      • Ongoing process to be completed before Easter

-          LP / AC to talk to Ampere re thermostats etc

      • Thermostat replaced with tamperproof model
      • Light / switch in store room to be fixed within the week

-          AC to research employment and tax changes and report back

      • AC reported back
      • AF to take forward

-          Social isolation – PPC to invite Village Agent Project Coordinator to next meeting

      • Garry Poulson was unable to attend the last meeting in November due to illness
      • Neither Garry Poulson or Gill Comley were able attend January 2018 meeting due to an oversight
      • Invitation to next PC meeting to be extended

-          GP to ask PC (as main users of hall) if they could produce someone to run it

      • Update: LP to talk to a potential Village Hall administrator and report back

RW (giving Jenny Maskell’s report):

      • nothing particular to report re NW;
      • AC to contact Thames Water

Village Hall and Pavilion report

LP: We now have two new Pilates class running at 6.15 on a Tuesday evening and 7.30 on Thursday evening. So far both of these classes have been filled so there is a possibility of running two back to back classes on a Thursday. All other bookings have gone smoothly. A stock take has been undertaken by the Peasemore Committee for all the hall equipment. The electrical work is scheduled to be undertaken on 1st February and then hopefully all the electrical maintenance work will be complete.
